The Ministry of Education, Singapore only sells the SAS kit to Certified Users₁ of the SAS. Sales are made on the understanding that only qualified and competent individuals will use the instrument. Purchasers will also be required to produce their unique identification codes (UID).

₁ Certified Users are those who have successfully completed the SAS Certified User Training Programme.

The SAS has been adapted from the British Ability Scales, which is a widely accepted and internationally recognised cognitive test with sound psychometric properties.

Only registered psychologist with certification by the Singapore Psychological Society and/or recognised national professional bodies from overseas such as the National Association of School Psychologists (NASP), the British Psychology Society (BPS) and the Australian Health Practioner Regulation Agency (AHPRA) can attend the training.

Individuals who successfully complete the SAS Certified User Training Programme will be provided with the UID. Individuals are required to produce the UID to purchase the SAS kit.

Sales of the SAS kit are made on the understanding that only qualified and competent psychologists will use the instrument. However, with the SAS Supervised User Training Programme, you can use the SAS kit under the supervision of a Certified User of the SAS.

One should always refer to the prevailing advisory issued by the Ministry of Health Singapore for the overarching guidelines on safe management measures in face-to-face assessment sessions. The following are some suggested measures that can be taken to reduce the risk of COVID-19 transmission during the administration of the SAS. As this is a deviation from the standardised administration, the assessor should record and report all observations on how these measures may have impacted the student’s level of engagement and/or performance.

• Sit at least 1-metre away from the student throughout your interaction with him/her.

• Both the assessor and the student should wear protective face masks or face shields during the whole assessment process.

• Use a plastic sheet which can be disinfected before and after the assessment, over pages / items that require the student to point on the Administration Booklet.

• Encourage the student to provide a verbal response where allowed.

• Disinfect all furniture, manipulatives and stationery used by the student after each assessment with alcohol wipes/spray.

From 1 January 2022, in line with national guidelines, only (i) fully vaccinated individuals, (ii) individuals recovered from COVID-19 within the last 180 days, (iii) certified medically ineligible individuals, or (iv) children aged 12 years and below (subject to venue/event-specific limits) [permitted categories] will be allowed to enter NIE campus venues under the VDS.

The disposal of the SAS kits (Protocols and Test Items) requires it to be destroyed in a secure manner to maintain test security. Appropriate methods include: Direct shredding by individuals or the use of secure shredding/pulping/incineration facilities. It is illegal to re-sell or give away SAS kits to other individuals.
